Ramki Uppuluri | Vice President, Identity Management Business Unit

Ramki Uppuluri is a hands-on program manager with an extensive working knowledge of business processes, operating systems, enterprise applications, and Internet technologies. An electrical engineer by qualification, his experience spans more than 30 years across a variety of industries such as IT consulting for the U.S. federal government and NATO; telecommunications; business consulting; supply chain planning and execution; and industrial engineering operations in manufacturing, distribution, and logistics.

He has been with CITI for more than 12 years, and has supported the company in its project/program management; business/product development; sales; and marketing functions. Until taking on the role of Vice President, Identity Management Business Unit, Mr. Uppuluri was a Program Manager with the Net-Centric Diplomacy task for the U.S. Department of State. In this role, he supported program and project management; software development; training; and the marketing/outreach activities of this prestigious initiative involving over 95 countries over a period of five years.

Mr. Uppuluri is leading efforts at CITI to develop large scale identity management and credentialing solutions that combine biometrics, business intelligence, and data warehousing/mining technologies. These solutions support large-scale programs related to First Responder Authentication Cards, Machine Readable Travel Documents, Voter Registration Cards, and National ID Cards.

A Certified Biometrics Professional from the Institute of Electrical and Electronics Engineers (IEEE), Mr. Uppuluri holds a M.S. degree in Engineering Management from the University of Maryland, an M.S. degree in Plant Engineering and Management from J. N. T. University (Hyderabad, India), and a B.S. degree in Electrical Engineering from Kakatiya University (Warangal, India). He is also a certified Project Management Professional (PMP), and a registered Professional Engineer (P.E.) with the Delaware Association of Professional Engineers.

Bill Thomas | Director, Data Warehousing / Business Intelligence Practice

One of the founders of our corporation, data management and modeling expert Bill Thomas, heads CITI's data warehousing (DW) and Business intelligence (BI) practice. He brings to this role his experience with very large databases, dimensional modeling, data quality, standardization, analytics, dynamic visualization techniques, and organizational politics-things that are at the core of successful DW/BI implementations. In this role, he provides advanced level consulting to our customers as well as ensures consistency and high quality in our DW/BI solutions.

Mr. Thomas has been instrumental in making CITI a proven implementer of these interrelated disciplines that have become extremely important as government and industry organizations seek ways to improve efficiencies, detect and prevent fraud, and operate in the most cost-effective ways.

Mr. Thomas's initial field-based assignments, at the time of CITI's inception in 1996, involved leading design and development efforts for what would later become our long-time customers at the Environmental Protection Agency and the Department of State. Since those early days, he has held many technical and leadership positions at our company including database administrator, data architect, project manager, and division director. Among Mr. Thomas's professional credentials, he holds CBIP (Certified Business Intelligence Professional) certifications in both Leadership & Management and Data Analysis & Design, and he earned his B.A. in Chemistry from the University of Virginia.

Mauro Binda | Director, SharePoint Practice

Mauro Binda is managing director of CITI's corporate SharePoint Practice, a group whose shared purpose is to promote widespread use of Microsoft SharePoint as an enterprise platform for business intelligence, content management, collaboration, and information sharing. One of our senior IT architects, now seasoned with more than 20 years of systems engineering, application development, and project management experience, Mr. Binda joined us in 1999 for a Department of State effort that developed into our first prime contract. He brought with him an already impressive portfolio of work with customized solutions for government agencies and international corporate ventures (in the U.S., Switzerland, Italy). Since then, he has led several enterprise level projects—spanning the entire software development life cycle—for various clients.

Chauncey Cowell | Director, Defense Markets

Chauncey Cowell is CITI’s new director for defense markets, which of course comprise a significant portion of the government market space and are the context in which Mr. Cowell has helped define the future and direction for past clients. He assumed this leadership role for the company in 2013, and by taking it on, became responsible for making sure CITI capitalizes on its capabilities in Cyber Security and Mission Assurance, and that it gains name recognition and stronger positioning with all defense IT markets, but principally with the U.S. Department of Defense (DOD), the Office of the Director of National Intelligence (ODNI), the UK’s Ministry of Defense (MOD), and the European Defense Agency (EDA).

Mr. Cowell brings 15 years of experience in supporting the DOD through various mission-critical projects in the areas of C2 application support, modeling and simulation, IT security, systems development, and COOP (continuity of operations).  He served as Booz Allen’s USMC Cyber/IT Lead. There, he fostered strong relationships with key clients in the Marine Corps, which spun off business with the other Services.

During his career, Mr. Cowell has spearheaded new business acquisitions throughout the Department of Defense, business involving the core competencies of risk management, mission assurance, COOP, and knowledge management, among others. He earned his B.S. degree in Communications (with a minor in Virtual Reality) from East Carolina University.

Swamy Bommidi | Director, Healthcare Practices (Global Delivery and Client Relations)

Mr. Bommidi is a thought leader in developing and marketing emerging technologies for the burgeoning healthcare IT market. He joined CITI in 2011 as an associate director for the company’s commercial line of business, taking on his first assignment as the manager of healthcare-related contracts for ChainDrugStore.net, Cardiocore, and clients. Since then, Mr. Bommidi has been focused on growing the healthcare service practice at CITI, which is a new line of business, intended to function as a one-stop shop for a host of Healthcare IT and IT-enabled services for the Provider, Health Plan, and Pharmacy markets. He is responsible for global delivery and operations for all healthcare contracts; and he is actively building partnerships with many different healthcare organizations.

Mr. Bommidi has taken on the personal mission of building the CITI Healthcare Practice in areas that include, but are not limited to, building end-to-end solutions and services for Electronic Health Record (EHR) and similar systems. This work includes the development of clinical and mobile applications; patient portal and consumer health applications; and healthcare business intelligence/analytics. He is actively promoting the company’s ability to provide cost effective solutions with the best blended and near shore delivery model for Healthcare providers, payers and pharmacy professional services.

Mr. Bommidi brings to his role at CITI his 18 years of IT experience, 12 of which have been in the healthcare industry. During his career, he has been instrumental in launching multiple pharmacy solutions which entailed credentialing, analytics, item management, and secure messaging. He holds a B.S. degree in electronics and communications engineering from Osmania University (India); and he has completed advanced training in project management.
