Kim Taylor is a career child welfare expert with almost twenty-five years of service with the Illinois Department of Children and Family Services (IDCFS). Kim served as a direct service, permanency caseworker, supporting intact family services and foster care for nineteen years. Over the last six years, Kim has served as a permanency supervisor, Area Administrator, and Regional Administrator.
Kim has also served as a SACWIS superuser and change champion in Illinois and is an active member of the Illinois Technology Advancement Stakeholder Committee (ITASC). Kim has provided valuable human-centered design input to Illinois information technology and SACWIS team colleagues and was involved in the Illinois CCWIS feasibility study and CCWIS RFP preparation and evaluation. Kim has participated in policy revisions and has been a staff trainer for many practice areas.
Kim is passionate about child and family wellbeing and partnering with families, stakeholders, and communities to help build sustainable lifelong connections. She believes this is best accomplished by supporting the frontline with modern tools and innovative learning opportunities to improve service delivery. Kim has been married to her husband, Kris for nearly twenty-two years, and they have two sons, ages seventeen and twenty years. Kim’s sons are accomplished athletes, excelling in sports, including baseball, hockey, and powerlifting. Kim is also a longtime support and mentor to a former foster youth and her young son, who calls Kim grandma and considers the Taylor family their family.
