Andrea Garvey joined CITI in early 2020 as General Counsel, Data Privacy Officer, and Strategic Director of Business Development. As General Counsel, Andrea’s focus includes advising executive members on business transactions, analyzing laws and regulations that impact the functionality of the business, and acting as the business’ legal representative in the United States. As Data Privacy Officer, Andrea is responsible for overseeing the company’s data protection strategy and its implementation to ensure compliance with legal privacy requirements.
Prior to joining CITI, Andrea worked in the United States Senate analyzing and drafting legislation and was the youngest and first female Director of the D.C. Register, creating the District’s first online legal e-publishing system. She was the first Data Governance Officer for the Maryland Department of Human Services and drafted the Advanced Planning Document for MD THINK, Maryland’s first integrated health and human services platform. The $200 million project included developing Maryland’s first CCWIS system which leveraged technology to support data sharing and a 360 view of a family. She also served as policy advisor to Governor Hogan’s Chief of Staff.
Andrea holds a Juris Doctorate from John Marshall School of Law and a Bachelor’s degree in English from John Carroll University. She is barred in Virginia and D.C. and is a certified as a Certified Information Privacy Manager (CIPM) by the International Association of Privacy Professionals.
